Moments of silence following mass shootings have been a fraught topic for House Democrats, with multiple members deciding to boycott them to protest the lack of congressional action on gun control.

Democratic Rep. Jamie Raskin of Maryland is taking a different tack. His new measure would change House rules to mandate a moment of silence on the next legislative day following a gun-violence death in the U.S. One minute of silence would be observed for every death.
