This revenue-neutral plan has been introduced in the House of Representatives as the Energy Innovation and Carbon Dividend Act (HR 763). It enjoys bipartisan support and has 59 co-sponsors, including Maryland’s David Trone, Jamie Raskin and Dutch Ruppersberger.
The policy would put a fee on fossil fuels, and the funds collected would be allocated in equal shares to the American people to spend as they see fit. This bill would drive down carbon pollution and bring climate change under control. It’s effective, good for people, good for the economy, and it’s good for the environment.
