FREDERICK, MD - Congressman Jamie Raskin (MD-08) has requested $1.1 million in federal funding on behalf of the Frederick County Government to create a Crisis Stabilization Center and a Mobile Career Center. Rep. Raskin requested $846,303 for the proposed Crisis Stabilization Center, which would function as an around-the-clock program grounded in a public health framework and integrated into the behavioral health crisis care system in the County. Rep. Raskin also requested $250,000 for the proposed Mobile Career Center, which would expand the County's existing workforce services to those who are challenged with inadequate access to technology or transportation.

"I am grateful to Congressman Raskin for recognizing the value of crisis stabilization and mobile career services," Frederick County Executive Jan Gardner said. "These projects will help people in our community to reach their fullest potential. We are working together to make life better for the people of Frederick County."

The Frederick County Crisis Stabilization Center will divert people who are in crisis or under the influence of a substance away from emergency departments and provide them with stronger links to community-based behavioral health care. This project will provide a viable alternative to costly hospital and emergency services and work to integrate individuals into the community-based behavioral health crisis care system in the County.

The Frederick County Mobile Career Center will offer computers, internet access, and a regular presence in areas of the County that are not able to engage in virtual services or have residents that face transportation barriers. In partnership with community non-profits, it will also enhance services that are offered to residents in more rural communities. This project will directly support individuals seeking employment, re-employment assistance, career guidance, career planning, job training, and access to a variety of other resources and services that support successful employment.

"We have seen a rising demand for health care and employment assistance across Maryland during the COVID-19 pandemic," said Rep. Raskin. "I'm proud to support these two excellent and worthy community projects to expand access to crisis health care and workforce development assistance for my constituents and all the people of Frederick County who would benefit ."

When the House Appropriations Committee announced the new Community Project Funding initiative in March, Rep. Raskin solicited requests from eligible entities in Frederick, Carroll, and Montgomery Counties. He received more than 30 requests from local governments and non-profits across the 8th District. Members were limited to submitting only 10 total funding requests to the House Appropriations Committee for Fiscal Year 2022. In addition to these two Frederick County requests, Rep. Raskin also requested federal funding for two Carroll County public safety projects and six Montgomery County community projects.

The House Appropriations Committee will determine which of Rep. Raskin's projects, if any, will receive funding. For a project to receive funding, the funding must be included in the version of the appropriations bill that is passed by the House and Senate and signed into law.
